Climate change is the defining challenge of this century and one of the most pressing threats to development and poverty reduction in the long-term.  Its impacts are already affecting all continents, often reversing hard-earned development gains and placing governments into unchartered territory, where the human and economic stakes are high.  Developing countries are particularly vulnerable because of the limited adaptive capacity and the presence of large numbers of poor people who are reliant on natural resources particularly rain-fed agriculture for their livelihoods.

Understanding who is socially excluded and vulnerable in the context of climate change is vital to developing appropriate responses.
